If you've just joined forums, there is a short period of time in which you can't message anyone. Don't know why it's there, but it is. If it seems to continue for too long, I'd email forum support (Contact Us button somewhere near the bottom of the screen I think).
Recently I had an issue where pm's were turned off, and an email fixed it.
