Its quite good but i would prefer tarlok assault armor
AAnd there are many guilds to join:
1.Latinos Twinks
2.Boss Twinks
3.Danger dont Touch
These guilds prefer twinking around lvl 13 what i know is tht they have many lvl 13's
but there are also guilds like ex. grins who have 13's but are most 14-15.

Tarlok is awesome in lvl 10 but in lvl13 the price at 700k u can already get a good armor helm pet ring and amulet if you play on lvl13 .. get cheaper lvl 13 stuff ... ogre plate.. dev or bone savvy helm .. lvl12 night ring and glowstone pendant and compare ul be surprise
