Why can't I receive my veterans gear?

You forgot the new 2 year (silver) and 3 year (gold and red) veteran shields.

Ya right. 2year and 3 year veteran items. Who knows whats gonna happen in 2-3 years. I just don't wait for these veteran items.

That's the Pocket legends veterans shield, Sl doesn't have veteran shields

I know all of that I've been playing for I now at least 6 months on this account and don't have any.My other account isn't as old as this one and still has all pieces.

it appears in your bank, if it was previously filled up to your 6months then you won't receive to and will have to email Support

Go to Menu>Spacetime Nexus>My Account>Purchase History
you can see it below when you started playing SL. Maybe your count isnt still a year. Check out your Stash in the Vanitys, Maybe it was just there hiding.
