yes, they can, I hate it, I think the theory is that there is a thread of connection that allows data packets to come in, but those data packets are old, so essentially you are in the past, and whatever that you are seeing already has happened, hence the reason why you can't do anything about it. The way i deal with this is to spam pots, and eventually the packets get through and carry like a momentum until the lag is over.
