So idk if it is either mythic or um a vanity but it seems that some people have the electricity mythic armor or something... Haha and I was wondering is it something other than the mythic or does it only do that when you wear a full mythic set (Vilis cowl and I forgot the name of the lvl31 chest)

It's the upgraded mythic set (36) and yes, it looks awesome!
You can also get the lightening look from the yellow shuyal vanity if the mythic set is a little out of your reach! The set is nice to have, but kind of a money pit as it's not tradable at anypoint after upgrading.
