They are currently unchanged from last season.
It is to make it so that the new loot doesn't lose value super rapidly. Also, it makes players actually play the new elite content, rather than just farming the two (along with arena).
It is likely to be updated later in the season.

Currently Arena and Bael/Krunch 2 are not scaled for item drops.

they (along with arena) currently arent scaled. they drop level 35/36 items.
