skills respec?

I cannot figure out how to respec my skills, or rather purchase a respec for my skills.
the only thing I can seem to purchase is a respec for my attributes..?
any help would be geatly appreciated

When you buy a respec it let's you do both. 5 plat for 1 Respec i believe. Or 5 respecs for 10 plat
