Chest splitter if you wanna deal some damage. Lower cooldown, no global cooldown. Gives the option of feeble/disorient as well.

WM has longer range, 4hits(3targes)/10sec but dmg on each hit is lower than CS. so best idea 12hits in 10sec for 108mana
CS hit range is very short, up to 4 targes, 3sec cd, each hit is harder. so best idea 12hits too but 88*3=264 mana in 10sec

For now i would use WM cuz its range and can hit mob around you. CS is nice but range is too short, most of time you can only hit 1-2targets... or hit nothing...

Windmill > Chest Splitter in PvE

Chest Splitter > Windmill in PvP

CS in pvp us useless, only way to work is SS+CS, if no SS get close to other player, then you CS will hit air most time.
i would use axe over cs in pvp.

The only way that you want to hit targets is go near to mobs or player

Windmill is useful to snare enemies (in PvE) and to tank them.

Which one is the best and tell me reason why thanks for the time!

It all depends for both skills are good and have upperhands on a situation.

Windmill
- i use it for tombs or farming pve kills. The skill has better taunt in tombs when it comes to grabbing aggro from mob. The dps also is better than cs which allows you to KS rogues or mages. Not to mention the area effect is wider than CS and hitting multi targets. In the end, it has better range, dps and taunt on mobs.

Dislike:
- it breaks when you gets stun
-locks other skills after casting for few secs.

CS
- fast cooldown
-feeble
-bette boss taunt than windmill

Dislike:
- need to aim
- mana burner
- short range

So i use windmill for pve and cs for pvp and tanking elite bosses.

(Got lazy making sentences).

Common misconception: CS deals always deals more damage than WM.

One thing to remember about WM is that each cast lands multiple attacks quickly. In that short burst you deal more Damage than CS does over that period of time. Knowing only this, CS still deals more damage over an extended period of time. However, WM has the quirk of if one of its attacks in a so gle cast is a critical hit, every blow for that cast is a critical hit. Remember, you can cast 2 WMs per cast of VB. This means that though on paper CS is better, WM is higher damage in practice.

I personally use WM, not only is it higher damage. But, because it hits multiple targets multiple times, it is a quick way to taunt every mob. The one thing I have noticed is that keeping aggro is VERY difficult in elite tindirin. Additionally, the OP komodos kill you too fast when there are 3+. I plan on testing builds once there is a free respec weekend.

After testing, I am satisfied with a spec that uses both WM and CS in elite Tindirin (and other elites).

So wrong. CS is one of the most important skills in PVP if only for the feeble.

I don't Iike Windmill much. So I only use CS, Heal with taunt. Good enough as for me.

in the spirit of testing and open mindedness, I dropped my beloved SS and picked up CS, and combined with WM, it indeed is a great way to maintain aggro and have a constant taunt working. Its always hard to tell in elites when everything hitting you for big damage, but i did feel things hurt a little less. my build freed up a couple extra points that i used to put in to SS and Jugg, so that probably helped makes things a little better having those points in passives instead.

You only feel the mana crunch with CS when you dont have VB supporting it, otherwise, its not an issue.

i even managed to kill some things in pvp using this nooby PvE build :)
