I borrowed my friends arcane ring to check my stats. If im correct being a mage the ring should add 73 int... correct? In fact the ring only showed me have an increase of 43 int.

The +30 primary does not display in preview, only when you wear it.
So to answer your question, it's a visual bug while the ring is not equipped.

Now I consider myself very rich* (in RL) but...
if you have a PC, smartphone or both and you have the time to play games, hang around on forums and complain about not having a virtual ring then I think you are not doing so bad yourself.
* very rich compared to others in this world.
