These are very rare actually so no worries. There won't be a fix since it requires a lot of work for something that happens too little. Bad luck. :)

Its a Glitch. You don't have to worry about it since it is rarer than Arcane. Except if Jarl still attacks even though his life is 0 everytime you run Brackenridge Village then STS will worry about it.
