She's one of the new community mods I'm pretty sure. Or she's a old one and is just popping out and about now. Either way . Her stats are like that because they are edited into the game. Just like remiem walks around with a arcane ring and stuff. It's all edited/spawned into the game ^.^

Every spacetime employee has a capped character upon joining. It allows them to test new features and provide direct feedback to the devs. It also lets them to connect with players for a good customer relationship. Devs have the power to edit anything in the game. They can replace all the players with unicorns if they wanted.
