How should I increase skill damage?

I currently have been twinkin a lot and I am wonder...
Which is a better way to increase skill damage for archer?

a) increase dex to increase skill damage

B) increase str to increase weapon damage, therefore making skill hit higher

C) increase both evenly

if u go to all dex; ur skill dmg is so high dmg.

Birds are surprisingly simple to make. Go 100% Dex for MAX damage.
