Bug in winter featival

I completed all of the quest in this campaign with both my bear Mage and my bear archer. Now I am trying to finish the quest with my bear warrior and it will not display the toy quests that give you armor for completing.

I completed the save the elves and the save father frost. I am part way through the 250 snowmen. What do I need to do to activate the other quests?

I figured it out. I thought I finished rescuing Santa but didn't have the quest active. Santa still tells you thank you and explIns the armor quests but the elves do not activate until the mr frost is saved from toy boy.
