everytime theres an expansion the pets will have there max level increased for example if theres a level 46 cap pets would be able to level up to 46

the pet can only get to character's level, AKA max pet lvl = level of the owner.

FYI :
in level 40 pets got new skills, some of them especially mhytic / arcane pets is awesome passive skill

To be more precise, ONLY mythic/arcane pets got new passives at 40.
rare/epic/legendary pets stop getting new passives at lvl 15.
