For example, ive created an ursan yesterday and i could train it for example in fhatom crypts without completing the three dungeons that are before?

Yes. Completion at moment is within a campaign and by account. Levels are open if any of your characters on that account has opened that level. Campaigns are independent from each other. For now.

ill started a few weeks ago and my highest character is 24. Couldn't i, for example buy AO and use it without buying croc swamp or skelletor krunch?

Yes, you can skip to whatever campaign you own. You can join games also. Others are free to boot you if, in their opionion, you are too low level. Also, drops are by level of campaign/mobs. So when you run higher level campaigns, you won't be able to use any of the drops as they will be higher level.
