this was available for a while during the launch of Dark Legends. Its a vanity hat

It's called vampire fangs and is currently available in mt fang
apparently there are 2 rather similar vampire-themed vanity helms..

Can be bought with plat at mt fang. I forget who but if you look around and talk to the npc's you'll be able to get one
