Quest not appearing

Okay, so I decided to start leveling my Mage, while doing all the quests. I got up to Dark Forest, and finished all the quests except for the last one, to go to balefort castle. But the quest is not showing up! I did the other 12 quests, and the hint said to talk to Kouma already! Please help! Thanks in advance!

Could be a level issue. I had the problem and ended up coming back later after I gained a few levels.

The last quest is given from krowe at level 15, telling you to go to fort blackstone.
