Is there a uller set lv26? I only ever see lv26 helm and 31 vest.

Nope, this is the only mythic helmet and armor there is (so far).
When you have both, plus 100k gold, and are lv36, then there is a quest that upgrades both pieces to lv36 but also makes them untradable.
