You can start the Cyber quest at level 50.

The quest giver says he wants higher levels if your 49 or less, or something to that effect.

No, i think you have to be level 50. Anyone can see the Shadow Guy who gives out the quest, but he doesnt give you the actual quest until your level 50.

It would be awesome if you can start it at any level.. I mean.. I was farming Crush the Keeper from 45-50.. I mean.. i could have gotten the whole cyber at that time.. instead of re-running the dungeons again at level 50.. LOL
