True enough yet as I recall from a topic concerning buying original name accounts, a moderator suggested that if you think you can trust the seller and you accept the risk, then by all means go for it. This suggestion was made after mentioning that they no longer restore old original inactive names.

I'd say if you can trust them and your price isn't unreasonable to be considered a scam, then you shouldn't have any problems. But trust is very rare to be found in online games.

I think as long as its mutual agreement with no dramas after someone screwed someone, and discreet shouldn't be a problem?

It is permitted but discouraged by devs as the scam rates are high on this. But yes, it is permitted.
