PvP for Rogues

I'm thinking of making a twink rogue at the levels 10 or 15. The thing is, I can only probably fund one of them so which one should I pick? And also, could you tell me a build, gear, and expenses? Thanks.

For me, more power= more fun. So 15.

Builds are usually three skilled with piercer, aimed and packs. Passive dex and int.

Gear. Well, tarloks set of potency is best (cca 1,5mill). Tarlok potency amulet (600k). Winter star ring of warfare dex txpe ( maxed, cca 300k) or power ring of brutality ( 1,7-2 mill). And devourer bow of potency (100-150k).
