I played camp boulder before but when I turned in the frost quest for 300 XP right when ping turned 854.I then picked up the camp boulder but dosent say the join button in the quest log I deleted the quest picked it back up but still no join button :/

Is your inventory full? If your inventory is full, the join button won't appear in the quest log.
If that is not the issue, you can always access Camp Boulder the alternative way, by going into Stronghold and taking the balloon to Camp Boulder. The balloon is located towards the top of the map, to the right of Archid The Beastmaster.
