So I sat in a map and let a couple guys hack at me for a good while and never saw this ammy proc..does it even work in pve?
Were the guys hacking at you doing damage to you? If they were not doing damage then the effect will not activate. Additionally, the activation chance shows better results under rapid low damage - DoT.

It works, I can assure you that. It procs often enough but not to the point where it is so frequent that it would be OP.

It does work. You will notice one of three colors glowing at your feet. Red is a strong buff, blue is int, and green is dex. The proc is frequent in my experience but only lasts a few secs.

The visual effect lasts 2 seconds but the actual stats lasts for about 8 seconds.
