Anyone know how to kill Rogue efficiently at Lv.41? I think I'm doing wrong or they are just too strong. Thanks.

Typically you start withVB mapped and switch it out for Jugg during the shield from HoR. You have to time your skills out so that VB isn't during the cool down stage while HoR is shielding you.
From there, it is preference. Adaptability is key, I fight every player differently.
