sandbox enviroment, test users?

hey ive previously purchased all the maps once befire but now im trying again except with a different card but after entering pass for the itunes verification tells me

this is not a test user account
and something about a new acc in the sandbox enviroment..

im freakin lost any help be great, or if need any info i try to help

Yeah probly says it in his link, but it means your iPhone is jailbroken.
You have to remove appsync from Cydia.
