Cannot Respec Lower Level Toons

Maybe I am doing it wrong, but this is what I see on L4 and lower level toons:

When it should be like this, which I see for L5+ toons:

You can respec lvl 5+. Lower than that cant respec.

Because no reason to waste your time respecing stuff under 5...
