58 or 59 is too much
can a version with all that included be released?
That's only one time. Whenever a new client is released, or you are just downloading the game, it takes that long. After that, regular updates take like 30 seconds

If it would be one version it would take just as long.

If you keep getting the patches, the your device is configured to not allow the caching of files. Change that and you will only have to patch once.

go to your settings there should be something that says something like cache file option

You are not using incognito mode, correct? Incognito will not draw from your cache.
