The NPC hair is baked in, while players get the chance to change their hair. I am with ya that it would be nice to have a system to deal gracefully with that, but alas we don't currently.

Another solution could be change the vanity cap adding hairs to that like it is for kraken hat that is the same on every rogue no matter what's the original hair cut and color

lol, a bald rouge nice....but id prefer Helenas nerf (Less health). why not add a baked hair to these vanities (white hair more generic, like white beard for warriors winterfest helm)..because i'm with the other people...its ok..my rouge is sick..she will get better soon XD
or fix the THAT helm polygons so the forehead isn't so prominent. add more shade to it :)

Mages have hair, when equipped with Red arlor cap or Kraken vanity :P
