how can somebody be a level 15 with no kills, no quests?

Just power leveling lol. If you were here when Ihavenokills played. He was L40 (during 41 cap) with 0 kills and 0 deaths. It is something people do for fun I guess.

By not shooting...lol. Get friends to power level you while you run with them but don't shoot.
