Level 9 in Nordr is it possible ?

As you can see from the pic, one of the pugs is a level 9 and in Stronghold/Nordr. I didn't think it was possible.

Ya, since Nordr isn't end game content any more, we remove some of the limitations. I believe if you are joining a friend or guildmate, you can do that. If you want to, party on!

Lol paradise pier also is possible to be entered for low lvls, if I'm correct just 1 lvl above 9 so 10:).

Does this mean, my level 12 can one day go into Tindirin Expedition camp? Almost no more top-geared player to inspect on Paradise pier now.

I think sts need to allow lvl 1 above join any map non dungeon of course.
