I have been stuck on about the first 25% of level 18 after several hours of playing time. Is this normal? Is there a specific amount of "kills" or "quests" I must complete before moving further? Moving up the levels to this point has been much faster. Thanks for any advice anyone can give.

It depends which dungeon you're playing on. If you are killing monsters in the Forest Haven dungeons, you will receive minimal or no experience at all. The best way to check if you are receiving experience for your kills is by doing the following:
When you enter an environment where monsters can harm you, there will be an indication of whether or not you still receive experience or not at the bottom of your screen that looks kind of like this [ ! ] If you do see it, and press on it, it will tell you that you no longer receive experience for your kills in that particular town's dungeons.
If that is not the case, you can simple check on the progress of your experience bar after each kill. Sometimes you may receive a fraction of 1 exp. You can simply move on to the next dungeon. After Dark Forest, you must purchase Balefort Castle and so on to progress.
