I can't upgrade a second set of mythic gear I already completed the quest and everything back in 36 cap. Shouldn't I upgrade as many times as I want a mythic set? When I go back to the hermit is just says that I have completed the quest but is not letting me upgrade more? Fix fix

You have to make a second character and do the quest. Then you can stash the second set and have both on same character. Only way I can see how to do it.

Gems - you may want an HP set (elondrian shards) and you may want a damage set (primary gems).

So depending on the party, you can either have a perfect str set, or a perfect int set, obviously...

But yeah, no clue why you would want this.

The quest is designed so each character can only upgrade ONE mythic set which is then tied to that toon. Once you have upgraded a set to 36 for your toon, you may not upgrade another. Note that this is not related to the ap. Characters on the same account can get the ap by transferring via stash, but can then later still do their upgrade quest.
