Remiem stated that level 76 elite vanity will still be available before and after the update. Those who have yet to cap at 76 will still be able to get the elite vanity shield and proceed to the ultimate level cap of 77 when the update comes. 2Pc and 3 pc rings for everyone yayyyyy

You don't even need to cap before the update. Every single person that hits 77 will get 2pc regardless of whether they cap now, or cap in 3 months from now.

Actually really you are just moving forward, if there are 4pc rings. If the non-elite ringers get a 2 pc, the 3 pcers will get 4 pc. And ofc, 2 pcers will get 3 pc.
