Why is there not an "!" above Aisha? I can't get the quest to defeat bluecrab... I finished Dead City already.

Have you done The previous quest? Also take quest from that guy standing near windmoore PvP arena maybe

Lvl 19 minimum for the quests.

when you reach lv19, there will be a quest 'kraken isles' available at any postboxes (in towns or dungeons.) After you take the quest, then reginald in windmoore will give you the quest you looking for.
