When you go to maps with ice, firebug prevents it from keeping you stuck in thei ice. It doesn't run in towns, and you can buy it from a vendor in stronghold

It also buffs your armor and Str stats (not percents).

It gives you 10 STR and 70 Armour buff.

If you mean the timer countdown, the timer will runs in every mob maps, and only stop running in towns and pvp arena.
