Axe throw chained bait question

I'm trying to figure out my last couple of skill points and it's a tough decision. I generally only use axe throw on bosses (swap skills from windmill to axe throw before the boss fight). My question is: does chained bait work on all bosses? Or does it only work on bosses of a certain size/type? Is chained bait worth the skill point - why/why not?

PvE only btw.

Chained bait doesn't pull all bosses but it allows you to better taunt them, thus it is a vital point.
