Juggernaut, and with vengeful too if you need some more buffs in elite, but not for PvP.

Most warriors use both skills, but rarely at the same time. High DoT and mob count maps (elite shuyal) are good maps to use both Jugg and VB on.

Also, there is an option to have jug+vb+wm+either cs or ss, but you should choose this only if you and your teammates are ok about no horn (never used this, but someone mentioned that).

Never unmap HoR (period).

Like crow said, just depends on map. I would ask you to use venge in non-elite maps and switch to jugger in hard elites.
