Umm excessive much? You can play all the way till level 18, then you have to buy platinum using real money to buy the other maps. Or you can use tapjoy to get platinum to buy the other maps.

In all seriousness, yes, you must buy platinum in order to fully level. Each map pack costs platinum, but they can be bought in bundles for cheaper prices.
