Lvl 6 Conquerers wall of Potency ( Proc only last 2 secs, is this normal or a BUG ??)

Every time i proc with my lvl 6 wall of potency sword the proc only last 2 secs this is not long enough of a proc time to even reap the benefits from it's proc, so what is the point of the proc if you cannot even utilize it?

If this is a bug then i am glad i was able to report it,

if this is not a bug hit me up lemme know ,

if this is not a bug maybe make the proc last 4 seconds not 2 ? Just a suggestion.
