For those who played PL when endgame sets were ridiculously cheap, but are wondering why they now cost millions of gold, this video explains it a bit more.
This video covers the reason why MMORPG games (including PL) in general suffer from gold inflation.

Note: Although there is a gold cap per character, I do not think there is a cap in how many characters can be made.
