Gosh so old news.
The remarkable thing is he has been going out for ages and is still 10. Which can only mean he has been in coma and is just dreaming everything that has happened in Pokémon.

This is basically like his buddy pikachu, since he evolved from pichu to pikachu he has never evolved into raichu.

2) A Thunder Stone is required for evolution from Pikachu-Raichu
If you had a childhood you would know this, unless you're like 13yrs old.
Ash saw ho-oh in the first ep and probably wished to stay 10 forever and Brock will always have his eyes closed....

So he just caught a pikachu then, however from what I've heard from someone, he cant be evolved I may be wrong but someone said.

He didnt catch pikachu, Dr. Oak gave it to him. It isn't that Pikachu can't evolve, he just refuses to evolve same way he refuses to remain in PokeBall. I remember vaguely an episode in which Pikachu was about to evolve but he stopped the process himself.
