I just hit on my bear and I think I did ok on my build. But I would like to know if there is ways to improve my build. and learn some helpful tactics for holding aggro and surviving against bosses. So I don't look like a complete fool when tanking lol.

Drop the Dex, go all Str. Get Rage maxed (not a tanking skill but just too good to not max). Max evade as well, that with Ironblood gives you great survivability. Move the points from Taunt (taunt effect is unchanged by rank so it's only a dodge buff past 1), and/or one or two slashes (not SMS).
Edit: this is assuming you are concerned mostly with PvE tanking and survivability. For PvP, you'd want Dex but I'd still say max rage and evasion (especially over taunt since it's just a larger dodge bonus).

Wouldn't it be better to max taunt than evade? I know taunt gives 6 but you can keep that up continuously because the buff last longer than the cool down. Evade you have a 10 sec gap between rebuffs and it only gives 10.

I actually have both evade and taunt maxed, and don't use vengeful slash. Many people cringe when I say drop a slash though, so I threw the taunt option in as well ;)
Edit: to answer your question more directly, IMO evade is still better for dodge simply because when ironblood is up you don't really need a dodge buff and you can rotate it with evade.

Ah ok nice thx. So I don't need to worry about my hit rating when I go full str?

It really depends. If you just want to tank, and stay alive full Str is pretty nice. You will be missing though. I am currently on a Str/Dex build but am definitely going back to all Str. I don't PvP with my bear and I liked the near invincibility of Str.

Ya I just want to pve tank don't care if I miss as long as I can still hold aggro. I just went full str I will try that for a while.

Go full str. Tanks aren't meant for damage so the extra DPS and hit% doesn't really matter. As for skills, drop crippling slash?? Forget what its called, the slash on the top row, last icon. And put skill points on evade. Its important to have Taunt and Evade maxed cause Taunt isn't just dodge buff, its your main thing to hold and gain aggro. Evade just helps you live longer and avoind spamming health pots as much.

Oh, and be on the look out for my tanking guide in warrior section soon. I'm 60% done. (Taking awhile since I have no PC and have to type it up on my Droid.)

I take crippling slash over vengeful. You get a definite root rather than a chance of knockback. Not sure which has higher damage...
Oh and FYI the aggro effect of taunt is unchanged by rank so it's just a dodge buff past rank 1.

My bad , Royce is right. I got Vengeful and Crippling mixed up. Vengeful has more damage, but you want the root over the knockback chance

Well I know you got to do some damage to hold aggro while lvling. Because taunt alone isn't enough to keep aggro I was losing aggro a lot till I put more points into the damage skills.

This is true but not as big a deal as it seems. Full Str also gives you huge skill damage so a single slash should get a mobs attention. Also it's nearly impossible for a bear to match the damage of other classes so you will never hold aggro that way. The best thing to do is just practice a ton with Beckon, until it's like second nature. You can do some awesome things with that skill. Just get your mobs rounded up and pinned to a walk or corner. Then keep them incapacitated and pinned with a rotation of stomp, hellscream and beckon. If you do that while keeping taunt up, you will keep your party quite safe.
