Given the current weakness compared to what it was, the "glitchiness" of it, and the fact that it's pretty much a must have skill, I think a 30 sec cd would be perfect.

It's not really a must have skill, but it's nice in tricky situations.

Jugg is defenitely something you should have for Elite. It really helps.
