what would be the best ring and necklace for warrior lvl 41 thank you in advance

Best Necklaces would be the Wilds Talisman or Elondorian of Will, best rings (other than the Arcane Rendtail Ring) would probably be the Archon of Potency or Blood Ruby.
Keep in mind, that these are some of the most expensive items, so there are plenty of other useful items available at a fraction of the price.

Nightocean Ripple of Warfare is an alright ring and cost 1000x less then a Blood Ruby ;)
