I use 2 different programs both are free. Paint.net & picnik.com. I use paint.net for all my editing and I use picnik.com for fonts and borders. Paint.net is a program and picnik.com is a web based editor. I get my backgrounds by googleing image backgrounds.

Examples: backgrounds, background textures, snakes, fallen angel, etc. Just what ever kind of images your looking for.

Gimp has all of the same features as photoshop. The only difference is that it doesn't have as much of a user-friendly interface as photoshop. It's still great, and free though.

Yeah, it takes a little practice, but then again, so does most programs.

Well from what I've seen posting on a different game forum I frequent is there's 2 types of signatures I've seen players use.

Drawn Signatures - If your good at drawing in paint you can do a really nice job drawing up your character shading it and coloring it in these can look REALLY nice if done well.

Picture Signatures - You can take a screenshot of your character in game, save the image and resize it to fit into a signature. Once that's done find a cool background you like resize that as well and put your character image over it and maybe some cool font with your name on it.

If you need a paint program to use if you don't have photoshop, here are some neat web based alternatives below.

Splashup - This one has a great interface, very similar to photoshop.

Flauntr - This web tool has tons of image effects, definitely worth checking out.

Sumo Paint - This one is just one of my favorites and the first online based paint program I've found.

Or if you wanna use only your iPhone/pod, you can create the picture with artstudio, photostudio for effects, photo chop to combine part of one photo into another photo (like cabrero's sig) photo gene to crop rotate and other effects, and finally simple resize to resize the image.

I don't think any of those apps are free (don't remember) but they're all you need for any type of creation.
Art studio may be hard to get used to, being that it's your fingers and all, but you'll get used to it and there are tutorials within the app.
