In 1.7? Doubtful, because devs usually mention it, somehow, and that'd be a lot to be in one new content update. So unless they work very very fast and did an amazing job of keeping it quiet, doubt it.

Even if the level cap went up, the content could still cost plat. You could hit lvl53 in the current areas, then be required to buy the new area to go any further.
