how is it that when I'm pvping, at random times I will gain a short commando effect of gaining mana when I'm operative and I gain mana?

if you mean sometimes in pvp you see a blue number that indicates the mana u gained, example a blue number of 33 shows up it shows the mana gain if you mean that its cause of lag or delay. like if you lag for few secs, after the lag you'll see the number it indicates how much mana you gained while you been lagging/getting delay.

Well wither listen to Uafaud, or my thought is, the operative's heal skill contains mana regen too

Oh yeah listen to darthclown (cak vader) on that one, that mana blue crap can be a honker especially when it hits 0 then you die because you know no mana means no skills and then death follows close. And heres a picture of how I feel when my mana hits zero.103052
