New to twinking !

Hi,
I've been playing pvp at endgame for the past couple of seasons...am thinking of giving the lvl15 twink bracket a shot now. Need advice on the following:

- dovabear or slag?
- do I need nox bolt?
- is the tarlok heart of brutality amulet (dex version) a good alternative for the more expensive potency counterpart?

2- If you have lots of mana (recommended 1000) nox is great. also never use nox on a curse mage
3- I do not know.
