You can't be invited to the arena once its started just like elite levels.. so you can't buy it because if someone found it you wouldn't be able to join.

If is the first boss and the time has not started you can enter.

Not sure but I think he's just 2nd or 3rd boss. I can't confirm that he is first or last. Who knows?
