Why dot they have to submit the updates to apple? Cerrect me if I'm wrong but thy only seem to submit the big updates to apple but the small ones they don't why do thy even do it all if they don't have to?

The small updates are usually just small changes to the game, like bug fixes. The big updates involve adding a lot of new content of the game.

And its a new version if its a new version it has to be uploade/downloaded and if there is something new like that it first get submitted in apple

Small little patches = User side. User - side is data stored on our ipod. So they can fix that easily.

Big updates = Server Side. Server side is everything on the developers side of the game, or on the servers. Updating that needs to go through apple to check for bugs/glitches/virus's/hacks/scams/spams/ect. Apple is very cautious with what it releases to the public.
